What's actually happening behind this error

At the protocol level, Target sends your number to a carrier-lookup provider (commonly Twilio Lookup, Telesign, or an equivalent HLR query service) the moment you submit it. The response includes a "line type" field — Mobile, Landline, or VoIP. Target's registration backend drops the session whenever that field comes back as VoIP, regardless of anything else about your account, browser, or IP address.
