What's actually happening behind this error
Behind the scenes, Signal sends your number to a carrier-lookup provider (commonly Twilio Lookup, Telesign, or an equivalent HLR query service) the moment you submit it. That query returns a line-type classification — Mobile, Landline, or VoIP. Signal's registration backend hard-codes a rejection whenever that field comes back as VoIP, regardless of anything else about your account, browser, or IP address.
