Behind the scenes, Coinbase sends your number to a carrier-lookup provider (commonly Twilio Lookup, Telesign, or an equivalent HLR query service) the moment you submit it. The response includes a "line type" field — Mobile, Landline, or VoIP. Coinbase's registration backend hard-codes a rejection whenever that field comes back as VoIP, regardless of anything else about your account, browser, or IP address.
